Rutledge Borough Council Work Session, January 25, 2010

Greg Lebold, Council President, opened the scheduled Work Session Meeting at 7:40 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

The following Council Members answered roll call: Tom Kopp, Greg Lebold, Jack Borsch, Kurt Morrison, Brian Costello, and David Waltz
Not present: Diane McGaughey

Also present: Bob Hunt, Highwayman, Scott Shields, Guy Smith

Solicitor Guy Smith stated that the new Council members can email any questions they may have to him.

Greg Lebold stated that the PA Labor & Industry are requiring that municipalities must comply with the 2009 ICC Code, effective January 1, 2010. New books need to be ordered.
MOTION by Jack Borsch, Second by Brian Costello, to authorize the 2009 ICC code books be ordered, at a cost not to exceed $1,000.00. MOTION approved unanimously.

Heidi Sentivan submitted a resume for the vacant Zoning Hearing Board position. Ms. Sentivan is an architect, and would be an asset to the Board. MOTION by Jack Borsch, Second by Brian Costello, to appoint Heidi Sentivan to the Zoning Hearing Board. MOTION approved unanimously. Guy Smith will send a letter to Ms. Sentivan. She needs a zoning book.

The Delaware County Association of Boroughs Meeting is tomorrow, January 26, 2010, 6:00 PM in the Rutledge Community Center. It will be a swearing in/reorganization ceremony. Mayor Scott Shields will be President. Ed McGaughey has not resigned as Rutledge’s representative. Council needs to appoint a representative. MOTION by Jack Borsch, Second by Tom Kopp, to appoint Greg Lebold as Rutledge Borough’s representative to the Delaware County Association of Boroughs. MOTION approved unanimously.

Rutledge has no representative to COG – Consortium of Government. Greg Lebold stated he would attend the meetings.

The CRC Watershed Association will have a meeting at the Rutledge Community Center on April 6, 2010. The topic will be rain barrels. Fifty rain barrels will be delivered the day before, to be distributed to the residents who come to the meeting from Rutledge, Nether Providence, Swarthmore, and Rose Valley. One rain barrel will be placed at the Borough building. The Watershed Association will give Rutledge some plants to plant along the side of the building, driveway side.

Jack Borsch reported that one member of the Tree Committee resigned. The Committee put in for the rest of the grant money.

Mr. Borsch reported that he is looking into the televising of the Borough sewer mains. All of the repairs from the last televised report in 2000 have been completed. The cost will be taken out of the Sewer Reserve Fund.

Jack Borsh was appointed as Rutledge’s Recycling Coordinator.

Tom Kopp reported that there was a house fire in Rutledge, 234 President Ave., that sustained $50,000.00 in losses, as a result of careless smoking.

David Waltz requested a copy of the engineer’s estimate for road repairs. Council discussed the development of a road repair program, and how much money to borrow.

PNC Bank has not returned any calls regarding borrowing money for road repairs and to pay off the building mortgage. The Secretary spoke with TD Bank representatives last week, and they are working on loan figures.

Brian Costello stated that the Delaware County Daily Times has a list of municipalities and their 2010 taxes, and Rutledge’s was wrong.

Solicitor Smith stated that he will let Council know what situations constitute a conflict of interest.

Since there was no further business, the meeting was adjourned at 8:25 PM.
