Greg Lebold, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
After the salute to the flag, the following Council members answered roll call: Greg Lebold, Tom Kopp, Jack Borsch, Diane McGaughey,and Kurt Morrison.

Minutes: MOTION by Kurt Morrison, Second by Diane McGaughey, to approve the minutes as submitted for the Council Meeting of April 6 and Work Session of April 27, 2009. MOTION approved unanimously..
Public Comment: None
Tax Collector’s Report: Leonard Michael reported that $1,290.18 was collected in April 2009.
Treasurer’s Report – Gennifer Guiliano distributed the Cash Flow report for the month of April 2009.
Code Enforcement/Building Inspector Reports – Harry Mirra read his report for April 2009:
3 Abandoned Vehicles Cited – 2 removed, 1 covered
2 Correction notices issued -still working on – 2-week extension
22 Apartment inspections
Mr. Mirra reminded residents that spring is here, and properties should be maintained. Trees and shrubbery should be cut from hanging over sidewalks, grass not over 6″, no abandoned vehicles on property, house numbers must be visible, and no debris on properties.
Mr. Mirra asked residents not to put grass cuttings in the street.
Mayor’s Report -Â Mayor Scott Shields read the Police Report for April. There were:
3 M.V. Citations, 9 Parking Tickets, 17 Police Calls, 12 Complaints, 1 Missing Person Reported, 2 Assist Ambulance
There were four car breakins and items removed. The cars were unlocked.
A car window was broken in the area of Sylvan Ave. and Waverly Terrace.
Mayor Shields commended Bob Hunt on the great job he is doing as the Borough’s highwayman.
Chief Brian Craig thanked Bob Hunt for reporting the license plate of a vehicle that passed a school bus that was letting out school children.
Correspondence:
1) JJD Contracting- Executed contract for the Rain Garden Project at Triangle Park
2) Tom Corbett, PA Attorney General – The Home Improvement Consumer Protection Act is effective July 1, 2009. Contractors who perform home improvements for which the total cash value is $5,000.00 or more per year are required to register with the Office of the Attorney General by July 1, 2009.
3) George Cornelius, Acting Secretary of the Department of Community & Economic Development – DCED will receive and/or monitor funds from the federal stimulus bill for weatherization, block grants, and various other allocations.
Committee Reports:

Building – Nothing to report.
Sewer– Jack Borsh reported that he attended a class to require inspections of residents’ sewer laterals to cut back on any inflow and infiltration into the sanitary sewer system.
Shade Tree Commission– Jack Borsh reported that the next meeting is on Wednesday, May 13, 2009.
Highway – Nothing to report.
Recreation – Kurt Morrison distributed copies of proposed construction and signage for the Rain Garden Project at the Triangle Park. There will be a pre-construction meeting.
Public Safety – Tom Kopp reported that there were: 13 alarms, with time in service of 5 hours, 23 minutes and  4 drills with time in service of 9 hours, 40 minutes in April 2009.
There were no local alarms. Manpower responses- Full Compliment- 1, Undermanned – 1, Scratched – 0, Late Response- 0.
Mr. Kopp reported that the drivers are finishing the pump 2 apparatus. On May 1, there was a drill with PECO at the substation on Church Rd. Firemen were expected to secure the area and help keep the area clear. Officers are working on obtaining a State grant for this year.
RFC History- In the month of May 1963, the Chief reported 3 field fires, 1 trash fire and 4 assists. The coin cards has returned $448.00 so far in the fund drive. The fire Co. bought 2 used mobile sets for the apparatus.

Old Business :
MOTION by Diane McGaughey, Second by Jack Borsch, to grant approval to piggyback with Ridley Township’s Road Program. MOTION approved unanimously.
MOTION by Diane McGaughey, Second by Jack Borsch, to repair Unity Terrace from President Ave. to Linden Ave. to the Borough’s end, at a cost not to exceed $27,000.00, and to use the Liquid Fuels 2008 carryover to pay for the work. MOTION approved unanimously.
MOTION by Diane McGaughey, Second by Jack Borsch, to grant approval to apply for County aid for road repairs for the years 2006-2009, to be carried over to 2010, $1,485.00 per year. MOTION approved unanimously.
MOTION by Diane McGaughey, Second by Jack Borsch, to approve Resolution 2009-05-01, which authorizes Council Officers to sign documents associated with the deposit and expenditures of Borough funds, two signatures required. MOTION approved unanimously.
New Business:Â No new business.
Public Comment: Kurt Morrison recognized Girl Scout Troop 5860. The girls came to Council with a proposal, and then a design for work on the tables and benches at the Triangle Park. They did an amazing job clearing the park of leaves and debris, and their parents helped out. Council and the residents were very impressed by the artwork.
Mayor Scott Shields presented the troop with a plaque in recognition of their contribution and service to the community. Mayor Shields stated that the girls’ sense of volunteerism as a great asset to the Borough and they are true Americans. Medals were presented to the girls.
Bills for May 4, 2009:
MOTION by Jack Borsch, Second by Kurt Morrison, to approve payment of the bills for the month from the General Fund in the amount of $31,718.25. MOTION approved unanimously.
MOTION by Jack Borsch, Second by Kurt Morrison, to approve payment of the bills for the month from the Gas Fund in the amount of $1,294.39. MOTION approved unanimously.
MOTION by Jack Borsch, Second by Tom Kopp, to approve payment of the bills for the month from the Sewer Fund in the amount of $20,136.00. MOTION approved unanimously.
MOTION by Jack Borsch, Second by Tom Kopp, to approve payment of the bills for the month from the Grant Fund in the amount of $5,000.00. MOTION approved unanimously.
