Rutledge Borough Council Meeting, June 1, 2009

Greg Lebold, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: Greg Lebold, Tom Kopp, Jack Borsch, and Diane McGaughey.

Also present: G. Guy Smith, Esq., Police Chief Brian Craig, Mayor Scott Shields

Not present: Mark King, Thomas Ash, Kurt Morrison

Minutes : MOTION by Diane McGaughey, Second by Jack Borsch, to approve the minutes as submitted for the Council Meeting of May 4, and Work Session of May 18, 2009. MOTION approved unanimously.

Public Comment: None

Tax Collector’s Report: Not present

Treasurer’s Report: Gennifer Guiliano distributed the Cash Flow report for the month of May 2009.

Code Enforcement Report: Not present

Mayor’s Report: Mayor Scott Shields read the Police Report for May. There were: 1 Accident, 8 M.V. Citation, 11 Parking Tickets, 22 Police Calls, 9 Complaints, 2 Missing Persons Reported, 1 Missing Person Cancelled, 1 Assist Ambulance

Unlocked car breakins continue to be a problem. Please notify the police of any suspicious persons in the Borough.

Unity Terrace has been repaved from President Ave. to Linden Ave. to the Borough’s end.

The rain garden at the Triangle Park will be installed this month.

Mayor Shields commended Bob Hunt for the great job he is doing.

Correspondence:

1) Carr Everbauch, Swarthmore College Professor – received a grant to conduct a greenhouse gas study. He will be in the Borough Office this month to gather information.

2) PECO Energy – Early Phase-in program in preparation for increases in energy costs beginning in 2011. 36- month program – contribute for 18 months, receive 6% interest credit, pay for 18 months.

Committee Reports:

4th of July: Nothing to report

Communication: Nothing to report

Ordinance/Trash: Nothing to report

Building: Nothing to report

Sewer: Nothing to report

Shade Tree Commission: Jack Borsch reported that the Committee received a $1,500.00 grant to plant trees on Sylvan Ave. from Morton Ave. to Unity Terrace. The next meeting is on June 10, 2009.

Highway: Nothing to report

Recreation: Nothing to report

Public Safety: Tom Kopp reported that there were: 13 alarms, with time in service of 5 hours, 25 minutes, and 2 drills with time in service of 8 hours, 30 minutes, in May 2009.

There was one local alarm – CO2 detector activation, 210 Linden Ave. Manpower response – Full Compliment- 9, Undermanned – 2, Scratched – 2, Late Response – 0.

Mr. Kopp thanked the residents who attended the town meeting regarding the Fire Co. merger.

There was a drill and training in the old Value City Store building.

Equipment was received that was ordered using the federal grant received. Leftover money will be used for other equipment.

Mr. Kopp reported that Garden City housed a new truck on May 30, 2009, and Rutledge Fire Co. participated.

R.F.C. History – In the month of June, 1962, the Chief reported that the ladders for the truck had been ordered. Permission was granted to the 4th of July Committee, for the use of the grounds and fire truck rides were okayed. The dumbwaiter was put back into useful shape by a gentleman who donated his evenings and it cost the fire company $10.00.

Finance : Diane McGaughey reported that the grant received from Ted Erickson has been satisfied – the curbing along the outside of Triangle Park has been completed. The grant received from Bryan Lentz for plantings at the Triangle Park outside the fence along Swarthmore Ave. has been satisfied, as well. A resident has watered the plants at no charge to the Borough. The Borough will get water service at the park.

Solicitor’s Report: G. Guy Smith reported that he met with Kevin Broadhurst of Comcast to discuss the franchise agreement. Scott Shields asked Mr. Smith to send a letter to Verizon regarding the box that is on the pole on Unity Terrace – it is too low.

Old Business: Jack Borsch reported that the renters have moved out of 214 President Ave. The grass has been taken care of, and they are cleaning up the property.

New Business: No new business

Public Comment: Christine Gradel, 121 President Ave., inquired as to who prepares the minutes and the newsletters. The minutes from the last three meetings are not on the website. Greg Lebold responded that three Council Members review the newsletter and contribute information. The website is done separately, and residents can come into the Borough Office to request copies of the minutes. Ms. Gradel stated that meeting times should be included in the newsletters. Mayor Shields stated that the kinks are being worked out.

Bills for June 1, 2009:

MOTION by Diane McGaughey, Second by Jack Borsch, to approve payment of the bills for the month from the General Fund in the amount of $38,489.54. MOTON approved unanimously.

MOTION by Diane McGaughey, Second by Jack Borsch, to approve payment of the bills for the month from the Gas Fund in the amount of $713.97. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 7:55 PM.
