Rutledge Borough Council Meeting, January 7, 2008

Greg Lebold, Council President, opened the scheduled Borough Council Meeting at 7:45 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: Greg Lebold, Tom Kopp, Mark King , Jack Borsch, Thomas Ash, Diane McGaughey and Kurt Morrison.

Also present: Mayor Scott Shields, Police Chief Brian Craig, Ed McGaughey, Manager

MOTION by Mark King, Second by Tom Kopp, to approve the minutes as submitted for the Council Meeting of December 10, 2007, and Work Session of December 17, 2007. MOTION approved unanimously.

Public Comment: None

Tax Collector’s Report: Leonard Michael reported that $6,386.29 was collected in December 2007.

Treasurer’s Report – Gennifer Guiliano distributed the Cash Flow report for the month of December, 2007.

Code Enforcement/Building Inspector Reports – Harry Mirra read his report for the month of December, 2007:

Mayor’s Report Scott Shields read the police report for December, 2007. No motor vehicle citations, 10 parking tickets, 14 police calls, 6 complaints, 4 assist to ambulance.

There was 1 DUI on 12/14/07 on Swarthmore Ave. There was vandalism on New Year’s Eve at Waverly Terrace and Sylvan Ave.- fence post knocked down.

Mayor Shields thanked the Volunteer Fire Co. for going out on a call on Christmas morning.

Suburban Waste Services – 2008 Trash Holiday Schedule

Committee Reports:

Ordinance/ Trash – Nothing to report

Building – Nothing to report.

Sewer Jack Borsh reported that he is reviewing tapes of the Borough sewer system. Four places need repair work, and there is a sinkhole in the Borough Building’s driveway.

Solicitor Guy Smith is looking into contacting the estate of Daniel Devinney regarding the tree root problem at the at 214 President Ave. Tree roots are a major problem with old sewers; there is a seam every 4 feet of the line.

Highway – Thomas Ash stated that today was the first day of trash pickup with the new company. They did a great job- Mr. Ash’s neighbor put out 35 bags of leaves, and all were picked up.

Recreation – Nothing to report.

Public Safety – Tom Kopp read the Rutledge Fire Company’s December 2007 Report. There were: 9 fire calls with time in service of 11 hours and 21 minutes, and 3 drills with time in service of 11 hours and 55 minutes. No local alarm.

Mr. Kopp thanked Borough residents and Council for their support throughout the year.

There was a bad fire in Morton on Christmas morning, and a fireman carried a paralyzed man out of the burning home. The cause is not known yet.

Finance – Nothing to report.

Old Business : Kurt Morrison reported on the Triangle Park Stormwater Management Project. There was a concern about the language in the contract for Phase 2. The design is 85% completed.

New Business: Diane McGaguhey reported that she received the minutes from the Tri-Borough Committee/Fire Co. The next meeting will be 1/17/08, and the task force will meet on 01/23/08 at DCIU.

Public Comment: Dennis Myers, 210 President Ave., thanked Dave Brown, the Comcast cameraman for his years of service. Tonight is the last night that Comcast will record Council meetings. Greg Lebold also thanked Mr. Brown for all of his hard work over the years.

Bills for January 7, 2008:

MOTION by Thomas Ash, Second by Diane McGaughey, to approve payment of the bills for the month from the General Fund in the amount of $11,658.04. MOTION approved unanimously.

MOTION by Thomas Ash, Second by Diane McGaughey, to approve payment of the bills for the month from the Gas Fund in the amount of $2,210.64. MOTION approved unanimously.

MOTION by Thomas Ash, Second by Diane McGaughey, to approve payment of the bills for the month from the Sewer Fund in the amount of $2,671.00. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:00 PM
