Rutledge Borough Council Meeting, January 3, 2012

M. Diane McGaughey, Council President, opened the scheduled Borough Council Meeting at 7:50 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: Tom Kopp, M.Diane McGaughey, Brian Costello, Marlaina Kloepfer, Daniel Werner, Marie Govannicci and David Waltz.
Also present: Mayor Gregory C. Lebold, G. Guy Smith, Esq.

Mayor Lebold presented awards to outgoing Council Members Kurt Morrison and Jack Borsch, for 14 and 6 years of service. Mayor Lebold presented flowers to their wives, and to Marie Govannicci and Marlaina Kloepfer.

Minutes: MOTION by Brian Costello, Second by David Waltz, to approve the minutes as submitted for the Work Session of December 19, 2011. MOTION approved unanimously.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of December, 2011.

Correspondence:
1) Complaint of barking dogs at 115 President Ave.

Tax Collector’s Report: No report.

Public Comment: Jack Borsch, 213 President Ave., stated that the 4th of July Committee did a great job with the luminaries. Marie Govannicci stated that 4 families filled and distributed the bags, and thanked the Morton-Rutledge Fire Co. for helping to light the candles.

Code Enforcement Report: Harry Mirra read his report for December 2011:
1 Use & Occupancy Sale -Failed
2 Correction Notices
3 Zoning Permits -2 Completed

Mayor’s Report: Mayor Greg Lebold stated that there was no report, and thanked all of the volunteers who helped make the luminaries a success.

4th of July: Nothing to report.

Rutledge Girls’ Club- Nothing to report.

Communication: Marlaina Kloepfer stated that the Committee would like to launch a Facebook page for the Borough and would like Council approval.

Ordinance: Nothing to report.

Trash: Council President Diane McGaughey appointed Daniel Werner as Chairman of the Trash Committee.

Building: Nothing to report.

Highway: David Waltz stated three potholes on Unity Terrace were filled, and the work is guaranteed for 2 years. Mr. Waltz would like to meet with the contractor to survey the Borough and give a price to repair the potholes.

Sewer: Council President Diane McGaughey appointed Daniel Werner as Chairman of the Sewer Committee.

Shade Tree Commission: Nothing to report.

Recreation: Marie Govannicci was appointed as Chairperson of the Recreation Committee.

Public Safety: Tom Kopp reported that he will have the December and 2011 Annual Report at the next Council Meeting.
Santa’s ride through town went well, and took 45 minutes less than last year. The Fire Co. will work on better signs for next year; some signs were missing.
Mr. Kopp reported that the last stop is always Pete Black’s house for a reception. This is the 57th year that Mr. Black has held a reception for the Fire Co.

Finance: Brian Costello reported that the 2012 Budget was approved at the Work Session on December 19, 2011.

Solicitor’s Report: Nothing to report.

Old Business: David Waltz stated that Harry Mirra needs to work on enforcement of the bamboo ordinance. Mayor Lebold stated that a formal complaint must be made, and Mr. Mirra will respond to it, and the Solicitor will notify the homeowner.

New Business: Council President Diane McGaughey asked Council for 2012 goals for the Borough, to be discussed at the Work Session on January 23.

MOTION by Brian Costello, Second by David Waltz, to approve a Facebook page for the Borough of Rutledge. MOTION approved unanimously.

Public Comment: Diane McGaughey thanked Jack Breslin for all of the time and effort he put into selling the fire truck. Mr. Breslin thanked Council, and stated that the buyers are pleased with the truck.

Bills for January 3, 2011:

MOTION by Brian Costello, Second by Tom Kopp, to approve payment of the bills for the month from the General Fund in the amount of $29,673.91. MOTION approved unanimously.

MOTION by Brian Costello , Second by Tom Kopp, to approve payment of the bills for the month from the Gas Fund in the amount of $1,367.61. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:17 PM.
