Planning Commission Seats – open seats (2) advertised, Mayor looking to put in mayor’s update. Notice still posted in eNews.
Borough Comprehensive Planning –
· Action Matrix represented during the December Work; reviewed need for additional ability to track progress and mentioned Planning Commission’s commitment to track success overall.
· Reviewed Lead designation for each of the Action Items; assigned where easily applicable.
· Comp and LCAP include calls for historic and climate action subcommittee; these need to be initiated by Borough Council leadership as a focus area and defined. Planning Commission will create scope and objective recommendations for each committee in the February session.

Grants Research – Rutledge Resiliency Hub –
Joe and Sean met with representative from USDN to discuss resiliency hub who asked Rutledge to reframe their efforts and consider more than the physical improvements as success. Some other communities have the full facilities, but there is no trust that would bring residents to the building when required. “Don’t start with the building, start with the trust building within your community.”
Ensure that people feel the building and park are thought of as safe and trustworthy spaces.
Grants and funding are also more readily available for buildings with activity ongoing within the building. Operations are a pain point for almost all resiliency hubs connected with USDN.
Action Item:
· Building Committee will focus on opportunities to foster the community trust.
Rutledge Participation in the CPRG (Climate Pollution Reduction Grants) Program –
Joe and Sean joined a call with DVRPC. DVRPC was interviewing several counties and a few municipalities. Next step will be for DVRPC to define the levels and specific offerings they can provide to the different tiers of municipalities. Specific asks that Rutledge and similar communities are looking for: Data, funding cycles, etc.

· Once DVRPC provides resulting draft, Planning Commission will circle back to review.
Borough Hall Plan –
Outreach been made to PAC to discuss potential partnership for events and overflow from events in Swarthmore.
Sean working on formalizing the plan through need-to-be-resolved and outreach to partners. Following that, we will review feasibility. Examples of improvements that need to be resolved are the roof, ceiling, multiple power feeds, etc.
Code Hosting –
Clerical Temps completed work in December to locate all ordinances passed between 2000 and 2024. Andrew coded and ran scripts to scrape the Rutledge Borough website for references to ordinances. The team found a total of 73 Ordinances during the allotted period of time; 16 ordinances are referenced with no document. There are likely also some ordinances and updates passed without record. Through 2017, we had all ordinances in sequential but in 2017 moved to yearly numbering, which creates the potential for unknown unknowns.
Triangle Park Update –
Ground breaking planned for winter 2025 but no specifics yet available.
Change of Waverly to one way, between Rutledge and Swarthmore, will need to be passed by ordinance.
