· Borough Comprehensive Planning:
o Add for upcoming Rutledge Borough Council Work Session to review the Action Matrix and align.
o Added to 10-21-24 Work Session agenda that this will be on November Work Session Agenda.
· Grants Research – Rutledge Resiliency Hub
o Status of outreach to USDN Resiliency Hub: Joe followed up for resiliency hub; current plan is at the level of a much larger municipality (city size). Joe and Sean requested more info and guidance on how to make this work for a municipality such as Rutledge.
- Action Item: Continue to work toward follow ups and responses.
· Rutledge Participation in the CPRG (Climate Pollution Reduction Grants) Program
o Status of Joe outreach to DVRPC (Delaware Valley Regional Planning Commission) Contact: No response.
o Action Item: Sean will forward request to Sid as FYI.
· Borough Hall Plan
- Borough engagement session is scheduled for Monday, October 28th in Lower Borough Hall at 7PM.
- Session will focus on several options for the future of the hall, e.g. resiliency center, community events, classes and youth focused, etc.
- Residents will be invited to share their feedback and hone in on what they’d like to see as the future.
- Potential Future Planning Commission Input:
- Resiliency Center needs for Building and Rutledge
- Review / Planning around traffic impact of changes to Borough Hall
- Other recommendations for feasibility study
· Code Hosting
- General Code contract has been signed and Rutledge Borough as 4 months to get all additional code to the provider, back to 2001.
- Andrew and Kevin, two residents, have been hired to work part time to locate, upload, and organize these into digital records.
- General Code will provide advise on gaps to fill and suggest language for fill those gaps. Borough Council will need to advertise and adopt the code.
- Action: Sean to confirm if advertisements need to be advertised differently and if they need to go to Planning or County Planning commissions.
- Anticipated to be complete during Q2-2026, perhaps April and May and Rutledge will be kept up to date on an annual schedule.
· Triangle Park Update
o Park will be going forward with bid soon
o Estimates came in higher than expected and council votes to approve minimum stormwater work and infrastructure work, with additional specs as add on options.
o Just went to Zoning Commission to request variance for building of basketball wall, shade structure, and shed. The Shed went to a continuance as the commission requested additional information.
New Business?
o Will Planning Commission be involved in the upcoming analyses of the borough hall plans:
o Revenue: How does drop in Borough Hall rentals affect taxes? Taxes were increased to account for budgeted drop in rentals. Generally, rental revenue goes into the general fund and forces postponement of some initiatives, but many larger projects come through grants rather than tax revenue.
o Comprehensive Streets Plans:
o Need assistance in creating the data points required for the plan
§ Paving
§ Traffic
§ Laterals
§ Materials
o Gather up all historical document
§ Invoices (Costs, Potentially Materials)
§ Meeting Minutes (Paper Trail)
§ Terraces built differently from the Avenues, which are more robust.
