Roll Call –Sean, Scott, Sid, Andrea. Joe excused.

Minutes – January meeting notes approved.

  • Action: Andrea to load all backdated planning commission meeting minute to borough website.

Planning Commission Seats – Open seats (2) advertised. Included in February Mayor’s update.

Borough Comprehensive Planning –

  • Scope for Historic Commission:
    • The Borough should formally inventory its historic resources through completion of a historic resource survey (MMCP 2006)
      • Archival of Historic Documents (Photographs, Borough Property Documentation, Leaflets, etc.)
      • Make archive accessible to Rutledge Borough residents
      • Upkeep and recording of current events
      • Community Engagement:
        • Partner with Borough Council on communication of actions and achievements.
        • Manage programs akin to “Hometown Heroes”.
        • Gathering of resident documents for archival.
    • Pursue historic status for relevant buildings and/or designation as a historic district to guide future actions and opportunities for preservation and development (MMCP 2006)
      • Planning Commission would make a recommendation that the historic commission focus on borough-owned property, but offer support to residents seeking historic status for their homes.
      • Identify benefits and costs of becoming historic site & create template to assess.
  • Scope for Climate Action Sub-Committee:
    • Borough Council will create a Climate Action Subcommittee as a tool for building community in Rutledge around topics of climate action and greenhouse-gas reduction.
      • Planning Commission recommends this organization be established as a commission rather than as a sub-committee.
      • Climate Action Commission would support:
        • Recommendations to council on energy efficiency projects (e.g. building, park, sewers, etc.).
          • Collaborate with Building Committee to identify opportunities to reduce greenhouse-gas emissions via building codes and/or Borough renovations.
        • Manage programming for:
          • Residential efforts for group buys
          • Communication of Opportunities for residential energy efficiency
          • Neighborhood composting and recycling projects
          • Partner with Borough Office to create tracking of residential weatherization/solar implementation.
        • Consult with Climate Mayor on climate projects

Action Items:

  • All to review notes and prepare to discuss next steps in March Planning Commission meeting for potential recommendation to council end of March.
  • Andrea – Update PC copy of Action Matrix

Grants Research – Rutledge Resiliency Hub – 

No updates from USDN; likely need membership to get in depth support. Building Committee continuing to focus on opportunities to foster the community trust and seeking meeting with PAC.

Rutledge Participation in the CPRG (Climate Pollution Reduction Grants) Program – 

DVRPC will be publishing the needs assessment in April.

Action Item:

  • Once DVRPC provides resulting draft, Planning Commission will circle back to review.

Borough Hall Plan –

No updates. As above, Building Committee is working to get time with PAC to discuss borough hall use for some of their programming.

Code Hosting –

No updates. General Code is still working through.

Triangle Park Update – 

Several change orders were being worked into the contract and delayed signing and groundbreaking. Hope is to have it signed soon. No further update.
