RUTLEDGE BOROUGH COUNCIL MEETING

July 2, 2012

M. Diane McGaughey, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: M. Diane McGaughey, Marie Govannicci, Marlaina Kloepfer, Tom Kopp, Brian Costello and David Waltz.

Not present: Daniel Werner

Also present: Mayor Kevin Cunningham, G. Guy Smith, Esq., Police Chief Brian Craig

 

Judge Greg Mallon administered the Oath of Office of Mayor to Kevin Cunningham. Former Mayor Greg Lebold congratulated Mr. Cunningham, and presented him with the Mayor’s badge and keys. Mr. Cunningham thanked Council for having faith in him.

Refreshments were served.

 

Minutes:  MOTION by Brian Costello, Second by David Waltz, to approve the minutes as submitted for the Council Meeting of June 4, 2012. MOTION approved unanimously.

MOTION by Brian Costello, Second by Tom Kopp, to approve the minutes as submitted for the Work Session of June 25, 2012.  David Waltz stated that the minutes should say “money”, not “grant money”. MOTION approved unanimously with noted corrections.

 

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of June, 2012.

 

Correspondence:

1)      Natural Lands Trust – Will join forces with Montgomery County Lands Trust as of July 1, 2012

2)      Delaware County Clerk- 2012 County Aid for Road Repair allotment of $1,485.00 was approved.

3)      Intercommunity Health Coordination – 2012 West Nile Surveillance and Control Program Fliers

4)      Delaware County Planning Dept. – PA Act 167 Stormwater Management Plan for the Crum Creek Watershed- given to the Solicitor

 

Tax Collector’s Report: Thomas Heron reported that $358,514.00 has been collected for 2012 taxes. $19,583.38 was given to the Treasurer tonight. $39,295.21 remains unpaid.

 

Public Comment: Karl Eilinsfeld, 223 Linden Ave., asked if PECO was notified of the 11 new streetlights so the bill will be adjusted. The Secretary will do so.

 

Code Enforcement Report: Harry Mirra read his report for June 2012:

4 House/Apartment Inspections- 3 Passed/1 Failed

12 Correction Notices; High grass, Grass in gutter, Grass along street curb, Auto without tags & inspection, overgrown bushes

Zoning Permits: 3 Active

 

Mayor’s Report: Mayor Kevin Cunningham read the Police report for June 2012. There were:

24 Parking Tickets       7 Motor Vehicle Citations        3 Motor Vehicle Warnings

Chief Brian Craig reported that email addresses have been hacked, and warned residents not to open suspicious emails.

 

4th of July: Preparing for Wednesday’s festivities.

 

Rutledge Girls’ Club– Nothing to report.

 

Communication: Marlaina Kloepfer reported that she has edits for the emergency contact card from Tom Kopp, and will distribute hard copies at the 4th of July celebration.

 

Ordinance: Nothing to report.

 

Trash: Nothing to report.

 

Building: Brian Costello reported that there is progress on the external work on 25 President Ave. 17 President Ave. – Will submit drawings by the end of July, and construction will begin late July or the beginning of August.

 

Highway: David Waltz reported that the PA Infrastructure Bank loan has been approved, and the documents will be sent to the Borough for signatures. Catania Engineering will advertise for bids in August. The bids will be opened and the contract awarded in September, and the work done in October.

Mr. Waltz stated that street signs have been delivered.

Residents need to clean their street gutters.

 

Recreation: Marie Govannicci reported that she received two quotes for wood chips for the Triangle Park. Buzz Berger will deliver tomorrow, at a cost not to exceed $1,800.00. Electricity has been installed at the park, and the box needs a lock. The flagpole has been repaired.

Ed Mundy submitted a price to replace 5 sidewalk blocks at the park- $875.00. Ms. Govannicci will get one more quote.

 

Sewer: Marlaina Kloepfer read price quotes received for sewer repairs. MOTION by Marlaina Kloepfer, Second by David Waltz, to award the contract for sewer repairs to General Sewer Services, the low bidder, at a cost not to exceed $7,430.00. MOTION approved unanimously.

 

Shade Tree Commission: Marie Govannicci reported that the Tree Commission will beautify the triangle Park.

 

Public Safety: Diane McGaughey met with Swarthmore representatives to discuss police protection for 2013.

Tom Kopp reported the activities for the Morton-Rutledge Fire Co. for June.

Mr. Kopp reported that hoarding is a problem throughout the County.

The SPCA will be at the former Rutledge Fire House on Tuesday, July 31, 2012. The June event went well and there was a good turnout. Forms are in the Borough Office.

Mr. Kopp urged residents to monitor children when they are in swimming pools. There have been many drownings since the last Council Meeting.

 

Finance: Brian Costello reported that he reformatted the Income/Expense Report submitted by the Treasurer.

 

Property/Borough Building: Diane McGaughey reported that the light fixtures on the first floor, Community Center, four exit signs, two outside lights, and 11 streetlights have been replaced with more efficient LED lights, as part of the County Energy Reduction Grant. Four thermostats were replaced with programmables, with locking boxes.

The 200 AMP electric service had to be replaced because of an emergency condition.

 

Solicitor’s Report: Solicitor Guy Smith reported that he received a request from Central Delaware County Authority to pass a resolution and sign the 2nd Amendment to the Supplemental Service Agreement that approves a service area map for Edgmont, Newtown and Upper Providence Townships.

 

Solicitor Smith submitted a proposed ordinance that states that the Delaware County Uniform Construction Code Appeals Board will serve as Rutledge Borough’s Board of Appeals, that needs to be advertised. Mr. Smith wrote a letter to John Pickett regarding the cost structure.

 

Old Business: David Waltz stated that the sidewalk at Sylvan Ave. & Morton Ave. needs to be repaired or replaced.

 

New Business: MOTION by Tom Kopp, Second by David Waltz, to pass Resolution 2012-07-01, that approves the 2nd Amendment to the Supplemental Service Agreement of Central Delaware County Authority, that approves a new service area map for Edgmont, Newtown, and Upper Providence Townships. MOTION approved unanimously.

 

MOTION by Marie Govannicci, Second by Brian Costello, to authorize the advertisement of the proposed ordinance to appoint the Delaware County Uniform Construction Code Appeals Board to serve as Rutledge Borough’s Board of Appeals. MOTION approved unanimously.

 

MOTION by Marie Govannicci, Second by David Waltz, to approve the purchase of 45 cubic yards of wood chips for the Triangle Park from Buzz Berger, at a cost not to exceed $1,800.00. MOTION approved unanimously.

 

Public Comment: None

 

Bills for July 2, 2012:

 

MOTION by Brian Costello, Second by Marlain Kloepfer, to approve payment of the bills for the month from the General Fund in the amount of $18,798.91. MOTION approved unanimously.

 

MOTION by Brian Costello, Second by David Waltz, to approve payment of the bills for the month from the Gas Fund in the amount of $1,243.74. MOTION approved unanimously.

 

MOTION by Brian Costello, Second by David Waltz, to approve payment of the bills for the month from the Sewer Fund in the amount of $120.00. MOTION approved unanimously.

 

Since there was no further business, the meeting was adjourned at 8:59 PM.
