RUTLEDGE BOROUGH COUNCIL AGENDA 

March 18, 2024 (advertised) 7:30 PM Council Meeting

Due to a Zoning Hearing in advance of the Borough Council meeting began at 9:00pm

Roll Call:
Jody Roberts, Sue Hunt, Heidi Sentivan, Ken Torres-Zickler, Andrea Juarez, Sean Sheehan, Vaughn Johnson, Mayor Gamal Sherif, Borough Secretary Craig Totaro.

Approval of Agenda
A motion was made by Mr. Sheehan to approved the agenda, seconded by Ms. Sentivan and approved unanimously

Public Comment:

There was no public comment

Tax Collector’s Report:

There was no tax collector report

Mayor’s Report:

The Mayor reported on the number of citations and parking tickets for the month as 10 and 3 respectively. The Mayor discussed an apparent peak in traffic anomalies at the intersection of Swarthmore and Platt Avenues. A carbon monoxide incident, a neighbor dispute, illegal private property parking incidents, a motor vehicle incident, a medical emergency for a fall incident, and a lost dog, and a speeding incident on the current day. The Swarthmore Police Chief updated the Borough Council and the Mayor on some seasonal and other timing factors that will likely increase police activity in the Borough during this time of year. Waverly and Terrace is also noted as having recently experiencing speeding incidents particularly during school morning hours.

Activities:

Information Sharing:

Ms. Hunt reported on the following series of upcoming activities including Game Night on March 20th at 6 PM;  the Spring Celebration on March 23rd at 10AM;  the Snow Jam on April 6th at 6:30PM; Earth Day – April 20th; and Meeting Your Neighbor Happy Hour has a Tentative Date May 2nd

Building:

Mr. Sheehan

Monthly Reports from Catania – Building Inspection, Code Enforcement, U&O Inspections, Rental Inspections – 14 building applications and permits; 1 violations Use; and Occupancy 1; and three new Rental properties

Communications:

Action Item:

Action was not taken upon however it was reviewed to consider moving forward with further exploration of a hardcopy mailing of the Rutledge newsletter mailing to all 558 residents in Route #5. Mr. Totaro will follow up with additional pricing. 

Finance:

Mr. Sheehan motioned to approve the bills list for the period, seconded by Ms. Sentivan and

Personnel:

Updates on Hall Staffing

A motion was made Mr. Sheehan and seconded by Ms. Hunt Vote to ratify the hiring of new hall coordinator Janet DiIorio at a rate of $20 per hour through the month of June 30th 2024.


Ms. Hunt made a motion to Motion to approve new wage for Public Works Technician to a rate of $15.00.
Seconded by Mr. Torres-Zickler – vote unanimous

Public Safety:

Mr. Zickler read in the minute the fire/EMS report.

Trash & Recycling:

Ms. Hunt reported on feedback that was received from the outreach regarding the upcoming changes to the trash schedule. Also noted that the next Yard Waste Day is April 5th

A motion was made by Ms. Hunt to adopt Resolution 2024-04 regarding the Solid Waste Schedule; seconded by Ms. Sentivan;

Information Sharing

Mr. Sheehan updated the group on the following items:

  • Discussion of Comprehensive Plan Updates; plan for adoption
  • Discussion of Local Climate Action Plan and Committee Goals
  • Discussion of Planning Commission role in pursuit of goals, recommendations, and plans associated with Comprehensive Plan and Local Climate Action Plan
