Council Meeting Minutes – 2024.03.04

RUTLEDGE BOROUGH COUNCIL AGENDA 

March 4th, 2024  (advertised) 7:30 PM Council Meeting

Due to a Zoning Hearing in advance of the Borough Council meeting began at 9:00pm

Pledge of Allegiance 

The meeting began at 9:00 pm with the Pledge of Allegiance.

Roll Call 

Mr. Totaro called role and preset were: President Jody Roberts, Vice-President Sue Hunt, Heidi Sentivan, Ken Torres-Zickler, Ms. Andrea Juarez was excused, Sean Sheehan, Vaughn Johnson, Mayor Gamal Sherif, Solicitor Carl Ewald, and Borough Secretary Craig Totaro.

Public Comment

No public comment

Tax Collector’s Report: 

The Tax Collector reported on the following amounts for the period and noted that the discount period ended February 29th 2024.
Real Estate Tax collected $37,558.78
Balance remaining to be collected: $234,944.03
Sewer Fees collected: $19,678.95
Sewer Fees balance to be collected $135,464.40
Trash Fee Collected: $23,627.76
Uncollected Trash Fee balance: $23,155.10

Mayor’s Report

A Gift to the Future: Streets & Sidewalks Mayor Sherif discussed a historical script form past gravel roads and wood sidewalks from years ago.


Activities: 

Bingo Night Summary Ms. Hunt reported that 60 people attended Bingo Night and donors from various vendors and establishments in the area participated. Ms. Sentivan noted that Bingo night was fully funded by these vendors and a surplus of $45 was made in donations. Ms. Hunt reported that the next Activities Meeting has been moved to March 13th and the Spring Celebration Snow Jam 6th will be held on April 6th, and Earth Day/Spring Planting in on April 20th

Finance: 

Ms. Sentivan made a motion to approve the bills list from February 16th to March 2nd

Ordinance


Borough council called for any comment from the public on Ordinance 2024-02 regarding Fences  and there was no public comment. Ms. Vaughn noted that there was input and comment submitted from the DCPC.

Mayor Sherif noted that there the Mayors Signature was to be included on an adopted ordinance and the process for ensuring such takes place.


Vote on Amendments to Fence Ordinance (Ordinance No 2024-02) 
Mr. Sheehan motioned to adopt Ordinance 2024-02 
Seconded by Mr. Torres-Zickler
Vote: Unanimous.

Parks & Property: 

Information Sharing 

Ms. Sentivan provided an update on the Design Development Drawings for Triangle Park have been received and the project is moving closer to expected construction in the Fall of 2024.

Streets

President Roberts introduced the application/Resolution for county liquid fuels funds. 

Mr. Johnson voted to Adopt Resolution 2024-02 Regarding an application to the county for Liquid Fuels Aid

Trash & Recycling: 

Information Sharing 

Ms. Hunt reported that the last Yard Waste was 3/1/2024 and the following date is April 5th 

Ms. Hunt added that the Solid Waste, Recycling, Yard Waste Schedule draft Survey is Open (4 can limit and one trash bulk per week.

Ms. Hunt updated the Council on the comments and feedback received from the survey on the changes. 

Ms. Juarez asked if the borough council felt there was a need to have a listening session. Mr. Roberts followed with clarifications on the intention of the changes and success of the roll out thus far. Discussion followed on the communications of the process thus far and changes for the next three months if any in advance of the rollout.

Ms. Hunt noted that regarding the trash collection services, updated information is on the website.

Circulation of a draft resolution for the Solid Waste Schedule will happen in advance of the next meeting.  Finally, Ms. Juarez noted that results for the bids for street paving were expected in Early April.

No further business and meeting was adjourned by 

Ms. Sentivan motioned to adjourn the meeting.
