Diane McGaughey, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
After the salute to the flag, the following Council Members answered roll call: Diane McGaughey, Marlaina Kloepfer, Tom Kopp, Daniel Werner, Marie Govannicci, Brian Costello, David Waltz
Also present: Mayor Kevin Cunningham, Solicitor Guy Smith, Karl Eilinsfeld
Public Comment: None
Building: Brian Costello reported that the work at 25 President Ave. has been completed, and 17 President Ave. is progressing well.
Communication: Marlaina Kloepfer reported that there will be a Communications Committee Meeting on December 5, 2012. Copies of the Borough newsletter are in the Borough Office.
Finance: Brian Costello reported that $3,000.00 needs to be added to the 2013 Budget for a new heater in the Borough Office. Solicitor Smith reviewed the necessary newspaper advertisements for the 2013 Budget.
Ordinance: Brian Costello had distributed proposed changes to current ordinances to Council. Solicitor Smith stated that the Committee decides what changes are to be considered. When Council is satisfied that it has a working document, a meeting should be held on Committee Meeting night. An ordinance in preliminary form is needed before the public hearing to let the public know what is intended to be passed. Solicitor Smith advised that The Swarthmorean may be used to advertise.
Property/Borough Building: Diane McGaughey reported that touch-up painting will be done in the Borough Building.
MOTION by David Waltz, Second by Brian Costello, to go into Executive Session to discuss police contract negotiations at 8:10 PM. MOTION approved unanimously.
MOTION by Tom Kopp, Second by David Waltz, to end Executive Session at 9:03 PM. MOTION approved unanimously.
Diane McGaughey stated that the police contract was discussed, and $80,881.00 will be used for the police contract for the preliminary 2013 Budget.
MOTION by Brian Costello, Second by Daniel Werner, to go into Executive Session at 9:20 PM to discuss employees’ salaries for 2013. MOTION approved unanimously.
MOTION by Tom Kopp, Second by Daniel Werner, to end Executive Session at 9:31 PM. MOTION approved unanimously.
Discussed salaries and decided: Secretary – $23.67 per hour, Highwayman – $17.33 per hour, Code Enforcement Official – $463.50 per month, Solicitor- $2,400.oo per year retainer.
Public Safety: Diane McGaughey stated that she will call Swarthmore and Morton Boroughs tomorrow to discuss the police contract.
Recreation: Marie Govannicci reported that the sidewalk work at the Triangle Park has been completed. One additional block was replaced at a cost of $150.00.
4th of July Committee: Marie Govannici reported that the tree lighting ceremony will be on Monday, December 3, 2012, at 7:00 PM. The Committee needs help with preparation for the luminaries: folding the bags and filling them with sand. Flyers are available at the Borough Office.
Rutledge Girls’ Club: The Club has donated a tree for the tree lighting. Painting the fence at the Triangle Park will be discussed in March.

Tree Commission: Nothing to report.
Highway: David Waltz reported that her received quotes for a salt spreader for the Borough truck. A hitch for the truck needs to be purchases, as well. The lowest price was $3,013.90, by Snowex/E.C. Liner, Inc. MOTION by David Waltz, Second by Daniel Werner, to authorize the purchase of a hitch and salt spreader at a cost not to exceed $3,013.90, from Snowex/E.C. Liner, Inc. MOTION approved unanimously.

MMEAC: Diane McGaughey reported that there will be a meeting in January at Rutledge Borough.
Mayor: Kevin Cunningham reported that the street will be closed for the tree lighting on December 3, 2012. Cookies are needed for the celebration.
Solicitor: Solicitor Smith discussed the tobacco-free Triangle Park proclamation/ordinance proposed by Marie Govannicci. Mr. Smith wants to get justification from the Health Officer.
Old Business: Nothing to report.
New: Diane McGaughey reported that there is a Delaware County Association of Boroughs meeting on Tuesday, November 27, at 7:00 PM at the Sharon Hill Borough Building.
Ms. McGaughey stated that she and Marlaina Kloepfer attended a COG meeting. The County Sheriff gava a presentation on homes that have gone up for sheriff sale.
David Waltz questioned line items on the proposed 2013 Budget.
Mr. Waltz stated that $18,000.00 is needed to repair a portion of the street on Rutledge Ave.
