Gregory C. Lebold, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
After the salute to the flag, the following Council members answered roll call: Gregory Lebold, Tom Kopp, Diane McGaughey, Kurt Morrison, Brian Costello, Jack Borsch and David Waltz

Not present: Mayor Scott Shields
Public Comment: Kevin Cunningham, 20 Rutledge Ave., and coach of the Rutledge Girls’ Club, submitted a letter of request to use the ball field for the Rutledge Girls’ Club softball season.
Minutes: MOTION by Brian Costello, Second by Kurt Morrison, to approve the minutes as submitted for the Council Meeting of January 3, 2011 and Work Session of January 24, 2011. MOTION approved unanimously.
Council President Gregory Lebold stated that, in the December 27, 2010 Work Session minutes, the motion to adopt Ordinance 435, setting the 2011 tax and fees rates, does not included the words “per capita tax”. The ordinance does include this, but it is not stated in the minutes. MOTION by Jack Borsch, Second by David Waltz, to amend the December 27, 2010 Work Session minutes to add “per capita tax” to the description of Ordinance 435. MOTION approved unanimously.

Mr. Mirra reminded residents to clear their sidewalks after snowstorms. A few residents did not shovel after the last snowfall, and Mr. Mirra left notices.
Mayor’s Report: Council President Greg Lebold read the Police Report for January. There were: 5 Parking Tickets, 2 Motor Vehicle Citations, 6 Motor Vehicle Warnings
Police Chief Brian Craig reported that there has been an increase in burglaries- 1 in Swarthmore, 10 in Springfield. The Police have a good idea who it is, and are putting together a case. Chief Craig asked residents to call 911 if they see any suspicious people in the neighborhood.

Communication: Nothing to report.
Ordinance: Brian Costello reported that he had met with members of the Zoning Hearing Board on January 17. They discussed the revision of some ordinances. They will meet again on February 21. Greg Lebold stated that the Zoning Hearing Board needs to reorganize at a public meeting.
Trash:Â Nothing to report.
Building: Nothing to report.
Sewer: Nothing to report.
Shade Tree Commission: Jack Borsch reported that there is a meeting on Wednesday. The PA Horticultural Society will have Tree Tenders training on April 6, 13, and 20, from 6PM to 9PM. The class will explain the best types of trees to plant in this area, tree biology, and tree planting.
Highway: David Waltz reported that the snow removal is going well. The last snow was heavy and required multiple plowings. Swarthmore Ave. potholes are getting bad.
Recreation : Kurt Morrison stated that he is looking into electricity for the Triangle Park. The estimate received last year was for $1,200.00. The electrician needs to fill out a permit with PECO, and the work will require a UL inspection.
Public Safety: Tom Kopp stated that he will have the January report next month. Mr. Kopp reported that overnight crews have been at the Fire Station. Mr. Kopp read the 2010 incident report.
There have been no calls regarding the sale of the fire truck.
Finance: Diane McGaughey stated that she will start preparing the 2012 budget early this year. If anyone needs anything, we can use the CoStars price as a basis. Ms. McGaughey asked Council if anyone had a projector screen. President Lebold will donate his to the Borough.
Solicitor’s Report: Guy Smith reported that he has a meeting with Tom Killion, from the County, on February 15, 2011 to discuss prevailing wage requirements and other Borough issues.
Old Business : The elevator requires a five-year test, which will be done on Thursday, and the beeping in the elevator will be looked at.
New Business: PA CoStars had a presentation at Rutledge Borough to inform municipalities, Fire Cos., and Police Departments about products and services available at reduced rates. In some cases, the municipalities would not have to out for bids.

MOTION by Diane McGaughey, Second by Jack Borsch, to approve payment of the bills for the month from the General Fund in the amount of $14,335.49. MOTION approved unanimously.
MOTION by Diane McGaughey, Second by Jack Borsch, to approve payment of the bills for the month from the Gas Fund in the amount of $2,028.46. MOTION approved unanimously.
MOTION by Diane McGaughey, Second by Jack Borsch, to approve payment of the bills for the month from the Sewer Fund in the amount of $32,034.00. MOTION approved unanimously.
