Approval of Agenda Approve Agenda: Andrea motion, Sue Second. All in favor. Public Comment: No comments. Tax Collector’s Report: Review of report. Mayor’s Report: none. Approval of Minutes: Action: Approve Meeting Minutes 2024.09.16 Sue motion, Heidi Second. All in Favor. Activities: Upcoming Events and Updates: Happy Hour – Friday 10/18, bring your art! Game Night – Wednesday 10/23 Grown and Glow – Sunday 10/27, bring your pumpkin. Halloween – 10/31. Mayor will be handing out candy. Luminaries – The supplies have arrived, and block captains can expect contact soon. Next meeting check in 10/16 – likely virtual, check in on progress of final events. 2025 plans: Delco Arts week ( 4 interested per survey), Bingo, etc will happen again. Parks & Property: Info: Update on Gather Space (Phase 3) Project: Base Bid, Add Alternates, Shed Location Phase 3 Gather space Base Bid and Alternates have been adjusted based on costs. The initial shed came in at a larger than anticipated price and potentially will be moved to a community building event. Waverly Avenue from Swarthmore Avenue to Rutledge Avenue (one block) may potentially need to be moved to a one-way street due to the moving of the fence along Swarthmore Ave. The fence needs to be moved to create more space for the softball field and will limit visibility when pulling out from Waverly Ave. This will need to be an ordinance and advertised. Parks & Streets will meet to discuss. The zoning continuance for the shed is tomorrow, 10/8. Renderings adjusted to show shed six feet from the sidewalk to reduce the variance as much as possible and this will be proposed tomorrow. Meeting is 7:30PM on October 8th. Finance: Action: Approve Bills and Distributions list for 9/14/2024-10/23/2024 Motion Heidi, Second Sue. All in favor. Request for any additional budget requests for 2025. Ordinance: Vote: Approve hiring of Kevin Cunningham and Andrew Marques as part time temporary clerical assistants for compiling information for the codification process. Motion Sean, Ken second. All in Favor. Trash & Recycling: Yard Waste Collection/Next collection 11/1/24 Urging residents to hold their yard waste as it is a lower cost to the community if not put in regular trash stream. Current bid includes an option for twice a month yard waste collection. E-Waste Event at Borough Hall: 10/12 9 to 12 Update on Traveling Glass Bin Approved in partnership, however, the location has not been determined yet by Swarthmore. Update on Trash Contract No bids received yet but the info session is tomorrow 10/8 at noon. Sanitation will reach out to Catania to assist with bid opening and creating of bid tabulation sheet. 902/904 Grant updates Sanitation committee planning to apply by end of year, Borough Commissions: Shade Tree none. Planning Commission none. Public Comment: No comments. Old Business/New Business: Received the CDCA Sewer Flow Data today for the previous 4 quarters (used for 2025 pricing); flows are up 40% which means there will be increased cost to the CDCA in 2025. Last year’s data was 40% lower, so this puts the Borough back in its more typical range. New Agenda folder feedback requested; all positive. Requested to now have agenda topics added by 12PM the Thursday prior to a council meeting with a reminder email earlier in the week. Adjournment: Heidi motion, Sue Second. All in favor.
